Plagiarism and Originality Policy

Jurnal Kebijakan Publik dan Pembangunan Daerah takes plagiarism, self-plagiarism, and the inappropriate use of generative artificial intelligence (AI) seriously and applies a strict policy to safeguard the originality, integrity, and reliability of all published work.

1. Plagiarism Check
   • All submitted manuscripts are screened using plagiarism detection software, such as Turnitin.
   • The editorial team conducts similarity checks at least twice: before the peer-review process and before final publication.
   • The maximum acceptable similarity index is 20%. Manuscripts exceeding this threshold may be returned to the authors for correction and resubmission or may be rejected, depending on the nature and extent of the similarity identified.
2. Originality Requirement
   • Authors must submit only original manuscripts that have not been previously published and are not simultaneously under consideration for publication elsewhere.
   • Any form of plagiarism, including the unattributed use of another person's ideas, text, data, images, or other intellectual contributions, is strictly prohibited and may result in rejection of the manuscript.
3. Self-Plagiarism
   • Authors must avoid redundant publication, duplicate publication, or substantial reuse of material from their previously published work without appropriate acknowledgment.
   • When portions of previously published work need to be reused for legitimate scholarly purposes, the original source must be appropriately cited and the relationship to the previous publication must be clearly disclosed.
4. Use of Generative Artificial Intelligence
   • Authors must not use generative AI or AI-assisted tools to fabricate, manipulate, or misrepresent original ideas, research data, findings, references, figures, or other scholarly content.
   • Generative AI tools may be used for limited purposes such as improving language, grammar, or readability, provided that the authors retain full responsibility for the accuracy, originality, integrity, and final content of the manuscript.
   • Any use of generative AI that materially contributes to the preparation of the manuscript must be transparently disclosed in accordance with the journal's Declaration of Generative AI Policy.
   • Generative AI tools cannot be listed as authors or co-authors because they cannot assume responsibility or accountability for the submitted work.
   • The editorial team reserves the right to investigate manuscripts when there are reasonable indications of inappropriate, misleading, or undisclosed use of AI-generated content.
5. Consequences

   If plagiarism, self-plagiarism, fabrication, or inappropriate use of generative AI is identified during the review process or after publication, the Editorial Board may take appropriate action, including:

   • Rejection of the manuscript;
   • Request for correction or clarification;
   • Retraction or correction of a published article;
   • Notification of the authors' affiliated institutions or funding bodies when warranted by the seriousness of the violation.
